Part 1 of this April 2007 report by the California Commission on Access to Justice includes the asssessment of California's progress toward a comprehensive and coordinated system of access to civil justice that includes the identification of 8 principles. Part 2 provides recommendations for this action plan. Several reports are included in an extensive apendices.
